New page creators are allowed to create new pages.
Names of pages are often very important in a wiki. Beginners may choose pagenames which you do not like. But you want to enforce quality in your wiki. With the special groupright 'New page creators' you gets control who you allow to create new pages.
Default groupright user
Default a user may create new pages.
In Wikibox Blue default not so.
